International students can pursue bachelor’s, master’s, and doctorate degrees at Latvian universities under the Latvia Government Scholarships. The annual stipend from the scholarships, which cover the cost of living and studying in Europe, total €8,400.
Qualifications for Eligibility
Please take note of the following requirements in order to be considered for the Latvia Government Scholarships 2025:
- Before applying for a scholarship, a candidate must select a course of study at a Latvian HEI;
- Before applying for a scholarship, a candidate must get the Latvian HEI’s confirmation letter for the selected study program;
- Before applying for a scholarship, a candidate who is currently enrolled in a Latvian HEI should additionally get a confirmation letter for their current or selected course of study;
- The authorized contact person must present the confirmation letter from a Latvian HEI for the selected study program.
- During their studies, the foreign student is eligible to earn a Latvian state scholarship for a maximum of two terms.
Applicants Who Qualify
Students pursuing bachelor’s degrees who have successfully finished at least one academic year at any higher education institution (HEI); students pursuing master’s or doctoral degrees from any prior HEI
Advantages
- For first, second, and third year students pursuing a bachelor’s degree (and second level professional higher education), €500 per month
- Master’s students (and second-level professional higher education students beginning in their fourth year of study) pay €600 a month.
- Ph.D. students pay €700 a month.

Application Method
- Before moving on to the ONLINE APPLICATION FORM, an applicant must first register in the system and create a profile with a special login and password.
- Complete the application form in accordance with the specified CRITERIA; applications that are inaccurate or incomplete will not be evaluated.
- Include all required application materials (either in English or Latvian translation).
- Send in the application by the call’s deadline.
- In June, you will receive an email with the official scholarship award decision. The decision can be found in the candidate’s profile on the computerized application system.
