APPLY PRIOR TO THE DEADLINE: The Romanian Government Scholarships for Foreign Students in 2024–2025 are now accepting applications. Before the deadline, international students from the outlined EU/EEA are urged to apply. The scholarships provide deserving overseas students with fully subsidized educational opportunities. The H.G. 288/1993 scholarship program is administered by the Ministry of International Affairs on behalf of the Romanian government and is available to international nationals. Both undergraduate and graduate studies are covered.

Non-EU citizens are eligible.
A completed file submission is required.

Study documents from accredited or recognized institutions.
The enrollment deadline must be met.
Strong academic performance, averaging study years for the most recent school.

At least seven points in Romania’s scoring system, or “good” score.
Adherence to the application submission procedure.

Citizens of Romanian descent or associated with Romanian historical communities.

Citizens applying for or obtaining protection in Romania.
Stateless individuals are legally recognized in Romania.
Members of the diplomatic and consular corps or their families.

Employees in diplomatic missions and consular offices.
Personnel of foreign organizations with Romanian headquarters.
Recipients of state scholarships from Romania for the same academic cycle.

Scholarship Benefits Overview

Fund tuition and living costs in dorms.
Provides monthly financial assistance equivalent to 65 euros for undergraduates, 75 euros for master’s and specialty programs, and 85 euros for PhD candidates.

Romanian Diplomatic Application Process

Candidates can submit applications through Romania’s diplomatic missions.

Electronic formats are preferred.
Exception: candidates can submit physical or electronic materials through an accredited diplomatic mission in Bucharest.
Foreign missions accredited in Romania have dedicated email addresses.
